Dr. Alicia Mitchell-Mercer is the Chief Operating Officer at Frontline Justice. She began her career in the military as a Human Intelligence Collector and Linguist. After transitioning into the legal field, she worked as a paralegal through 2012. She then moved into legal project management, where she spent more than a decade designing structured legal service delivery systems for government agencies, corporate legal departments, and law firms, most recently serving as Director of Project Management.
Across more than twenty years in the legal sector, her work has focused on building structured, accountable systems for delivering legal services. In 2019, she expanded into access-to-justice advocacy, concentrating on regulatory reform and alternative legal service models. She joined Frontline Justice in July 2024, where she leads strategic operations and program implementation.
Alicia has a Doctorate in Public Policy & Administration with research focusing on civil justice and regulatory reform, and a Master of Science in Project Management. Her professional credentials include Project Management Professional (PMP), Certified ScrumMaster (CSM), and Legal Project Practitioner (LPP). Additionally, she holds paralegal certifications, including South Carolina Certified Paralegal (SCCP), North Carolina Certified Paralegal (NCCP), Registered Paralegal (RP) from NFPA, and the Advanced Certified Paralegal (ACP) from NALA.
Beyond her professional roles, Alicia has engaged directly in public service and regulatory reform focused on civil access to justice. Alicia became a Guardian ad Litem in 2014, advocating for abused, neglected, and dependent children. She served on the NCBA Internet & Regulations Task Force (2016–2018). She co-founded the NC Justice for All Project (2020). She served on the NC State Bar Regulatory Reform Subcommittee (2021–2022). She served as an adviser to the NC Equal Access to Justice Commission (2023) and is a member of the Commission (2024–2026).
Her work has earned recognition, including the NC Judicial Branch Service Award (2020, 2021), the NC Bar Association Distinguished Paralegal Award (2021), the NC Pro Bono Honor Society (2022, 2023, 2024), and the NCBA Filling the Justice Gap Award (2025) for her leadership in disaster legal services following Hurricane Helene.
